Is there any control in regard to Quad–bikes and big trucks entering Afrodite Beach?
To avoid damaging the roads the vehicles entering the Afrodite Beach shall be restricted to a maximum weight of 10 tones. Quad bikes shall not be permitted to drive within the Afrodite Beach.
Is the Developer intending to build a jetty?
Yes, the Developer is planning to erect a Jetty at Afrodite Beach.
May I sell my property before the registration into my name?
The owner shall not be entitled to sell, alienate, cede or make over its rights under any sales agreement, prior to registration of transfer of the property into the name of the Purchaser/Buyer.
May I build a Wendy-house on my property?
No Wendy and wooden homes or lapas may be constructed on the property.
May owner’s paint their homes any colour?
All exterior colors such as walls and roofs must be selected from the approved colour range provided by the Developer. The colour scheme of the exterior of all buildings, including the boundary walls to be white or off white, the owners may choose from the colour palette applicable to Afrodite Beach.
May the owner’s of single Residential property conduct business from their premises?
No business shall be conducted in or on any part of the property or in any improvement thereon on any single residential erven. Only the owners of the following single residential erven may apply for consent use zoning, such as a Doctors, Attorneys, Dentist, Pre-primary School, Financial Services, Consulting Agencies, Engineers, Architects, Town Planners, and Insurance Services, being the following erven: 191,192,193,194,195,196,197,198,199,200,201,202, and 286,287,288,289. This is subject to the approval of such application by the Developer and the Walvis Bay Municipality. Retail services are prohibited on these erven.
What kind of amenities shall be available at Afrodite Beach once fully completed?

Are pets allowed within Afrodite Beach?
Domestic animals shall be permitted subject to the owner having control over the pets. Residents shall not allow their pets to become a cause of friction between themselves and their neighbours. Municipal pet licenses are compulsory for any pet owners. The regulations of the Walvis Bay Municipality regarding pets shall strictly be applied. All animals must be walked with collars and a leash accompanied by the owner.
Where shall the property owners pay Rates and Taxes, water, and electricity account?
The property owner shall pay the water usage, rates and taxes to the Municipality of Walvis Bay, and the electricity account to Erongo Red.
Who shall be the owner of the roads and infrastructure services at Afrodite Beach?
The owner of the infrastructure, roads and services is the Municipality of Walvis Bay
May property Owners choose any Architect?
The owners may select the Architect, Engineers and Contractor of their choice. Each owner shall ensure that the professionals appointed must be acquainted with the Architectural Guidelines and Conditions and shall ensure such professionals are registered with the relevant authorities.
What are the responsibilities of the Aesthetics Committee?
The Developer’s Aesthetics Committee shall be responsible to evaluate the compliance with the Architectural Guidelines and Conditions of any building plans submitted by the owner of the property.The committee does not take any responsibility for any technical, structural, health or safety standards of designs nor for compliance with the Walvis Bay Municipality’s building rules and regulations and no such responsibility shall arise by virtue of a building plan being approved by the Developer or the Developer’s Aesthetics Committee.The Afrodite Beach Aesthetic Committee are in an advisory capacity only regarding Architectural Guidelines and will therefore not take any responsibility or be held accountable for any judgment or ruling in this regard.
What is the reason for establishing the Architectural Guidelines and Conditions and who shall secure the Architectural Guidelines in the future?
The Developer strongly emphasizes the necessity to have Architectural Guidelines and Conditions to ensure a Modern Development with contemporary Architecture adding to the investment value of the owners. The Guidelines ensure that the entire Development implements a harmonized living sphere for all residents, yet still allowing for individual Architectural designs.

For securing the continuity of the Architectural Guidelines and Conditions, the Developer has established and registered the “Afrodite Beach Community Association” which Association is legally registered Association (not for gain) incorporated under section 21 of the Company’s Act, to safeguard the future of the Architectural Guidelines and Conditions applicable to Afrodite Beach, and the common interest of Afrodite Beach residents The Guidelines allow for a broad range of personal choice in the external designs of the buildings however, the overall character of the Development shall be identifiable by certain external elements such as:

The following materials are strictly prohibited for any boundary walls:

  • Precast concrete walling
  • Diamond mesh fencing
  • Wire mesh wooden fence
  • Picket fences
  • Electrical wires or any similar materials
  • Steel fences
  • Sheet metal
  • Razor fences
  • Galvanized or plastic chain fence
  • Glass panels
  • Plastic webbing, reeded or straw-like materials
  • Wrought iron
  • Rope or other fibrous strand elements
  • Miniature type fencing
  • Decorative precast concrete columns or balcony rails


What is the minimum size of a building to be erected on any Single Residential property?
Buildings erected on any Single Residential Erf/plot shall be minimum 250m2.
Are owners allowed to extend or alter their homes?
Yes, subject to the Owner complying with the Architectural Guidelines and Conditions and having submitted such plans to the Afrodite Beach Aesthetic committee and the Walvis Bay Municipality for approval.
Who can indicate to the owner the direct adjust street pavement level?
The Developer can indicate the direct adjust street pavement level to the Owner.
Is the owner of the property allowed to amend the Architectural Guidelines?
The Architectural Guidelines and Conditions may only be amended by the Developer
Are the owners and estate agents permitted to display any signage such as “For Sale” or “Sold” etc?
Only with written approval from the Developer.
What is the construction time limit?
The construction time limit is as follows: The purchaser, its successors in title and assigns shall start with construction of a building on the property within 24 (twenty-four) months from the date of registration of the property into the name of the purchaser from date of issuance In the case where the property purchased is registered and transferred into the name of the purchaser before the final completion certificate has been issued or the completion of the services, the 24 (twenty-four) months construction period will commence on such date when the final completion certificate is issued of the completion of services
May I consolidate my property?
No consolidation between any single residential erven shall be permitted.
May I rezone my Property?
No rezoning of any single residential erven shall be permitted. The following single residential erven may apply for consent use zoning such as Doctors, Attorneys, Dentists, Pre-Primary School, Financial Services, Consulting Agencies, Engineers, Architects, Town Planners, and Insurance Service, being the following erven: 191, 192, 193, 194, 195, 196, 197, 198, 199, 200, 201, 202 and 286, 287, 288, 289. This is subject to the approval of such application by the Developer and the Walvis Bay Municipality.
May I subdivide my property?
No subdivision of any single residential erven shall be permitted.
What conditions regulate the Building Contractor’s activity?
Certain conditions relating to building contractor’s activity in Afrodite Beach has been adopted. The primary intention of these conditions is to ensure that all building activities are conducted with the minimum of inconvenience and disruption to residents and avoiding damage to roads, curbs, pavements, and infrastructure.
May the owners select any building contractor to construct their homes?
Yes, subject to the building contractor is registered with the relevant authority, is acquainted with the Architectural Guidelines and Conditions and signs the contractor’s code of conduct prior to commencing with construction.
What form of safety shall be provided at Afrodite Beach?
The following are the forms of safety that shall be provided at Afrodite Beach: Aesthetically friendly boundary wall erected from the entrance up to the southern part of Afrodite Beach to prevent wrongful entry by off-road vehicles and quad bikes Security cameras will be installed at strategic locations A Sub Police Station with permanent police force will be erected 300 meters from the north of the development

What is the current infrastructure status of Afrodite Beach
The Infrastructure services are complete and the engineers are doing the final inspection for the completion. The landscaping, however, is an ongoing process to achieve the environmental vision of the Developer.

The Architectural Guidelines and Conditions are incorporated and form part of the Agreement of Sale and the Owner of each erf (property) shall be responsible to fully comply with the guidelines and conditions applicable to Afrodite Beach Development. 1. Afrodite Beach Architectural Guidelines and Conditions

A condition of buying property in Afrodite Beach is that the purchaser must adhere to the Architectural Guidelines and Conditions applicable to Afrodite Beach.

Owners may select the Architects, Engineers and Building Contractor of their choice. Each owner must ensure that appointed professionals are acquainted with the Architectural Guidelines.

2. Afrodite Beach Aesthetics Committee

The Developer appoints an Aesthetics Committee responsible for evaluation and approval of architectural designs prior to submission to the Local Authority.

3. Submission to Developer’s Aesthetics Committee

Sketch plans including site development plans, floor plans, elevations and sections must be submitted for review.

4. Deviation of the Design

Any deviation between approved documentation drawings and municipal drawings must be re-submitted for approval.

5. Land Use Conditions – Single Residential Erven

Maximum height: 10 meters and maximum of three floors. Coverage: 60% with minimum on-site parking of two per dwelling.

11. Permissible Entrance and Exit

Vehicular access to erven shall be provided only from approved street access points.

No additional entrances or exits may be created without written approval from the Developer and Local Authority.

12. Building Line Restrictions

The building restriction lines in respect of all erven shall be as follows:

  • Single Residential – Lateral Boundaries: 1.5 m minimum
  • Single Residential – Street Boundary: 2 m minimum
  • Single Residential – Street Boundary (Sea Front): 3 m minimum
  • Single Residential – Sea Facing Boundary: Build to line zero
  • Single Residential – Sea Facing Boundary Building Line: 5 m minimum
  • General Residential – Street Boundary: 3 m minimum
  • General Residential – Lateral Boundary: 2 m minimum
  • General Residential – Sea Facing Boundary: Build to line zero
  • General Residential – Sea Facing Boundary Building Line: 5 m minimum
  • Business – Street Boundary Lines: Zero
13. Boundary Walls and Height Restrictions

Street boundary walls may be built of solid brick walls (plastered and painted) or natural stone not exceeding 1.2 m above the street pavement level.

Street facing entrance walls shall not exceed a height of 1.2 m above the pavement level. Palisade fencing may be erected on top of the wall with a total maximum height of 1.8 m.

Lateral boundary walls shall not exceed 1.8 m in height and external walls shall be 220 mm thick and plastered.

Business buildings may construct from the property boundary line subject to written approval by the Developer.

14. Restriction of Conducting Business

No business or home industry shall be conducted on any single residential erf.

Exceptions may apply to the following erven (subject to approval):

  • 191–202
  • 286–289

Permitted professions may include Doctors, Attorneys, Dentists, Pre-Primary Schools, Financial Services, Estate Agents, Engineers, Architects, Town Planners and Insurance Services.

15. Glass Doors and Windows

Highly reflective mirror glass or reflective films are not permitted on any buildings.

16. Colours

All exterior colours including walls and roofs must be selected from the approved colour palette provided by the Developer.

The exterior colour scheme of buildings and boundary walls shall primarily be white or off-white or selected from the approved palette.

17. Roof Materials and Colours
  • Only flat concrete slabs are permitted.
  • Waterproofing colour must match the approved colour palette.
  • Natural stone or ceramic tiles may be used on top of concrete roofs.
  • Roof tile colours may include grey, brown, sand, or terracotta.
  • Primary colours such as blue, green, or red are not permitted.
  • Maximum roof slope: 5°.
  • Curved or architectural roof features require approval.
18. External Wall Finishes
  • Walls must be masonry, plastered or textured.
  • External walls must be 220 mm thick.
  • No rock-face or unplastered brick allowed.
  • Maximum 10% natural stone on façade.
  • No decorative plaster rustications permitted.
  • No face brick unless plastered.
  • Plinths must be natural stone or stone facing.
19–21. Property Restrictions
  • No subdivision of Single Residential erven.
  • No rezoning permitted.
  • No consolidation of residential erven.
22. Minimum Building Size

Buildings on single residential erven must have a minimum size of 250 m².

23. Balconies

Balconies should preferably face the front or rear of the building.

Balconies facing lateral boundaries must respect privacy and be set back a minimum of 1.5 m.

24. Gutters, Downpipes and Plumbing

Gutters, pipes and service ducts must be concealed within the building design and may not be visible.

  • Single Residential – 10 m
  • General Residential 1:250 – 20 m (Erven 209, 210, 211, 235, 236)
  • General Residential 1:100 – 20 m (Erven 189, 190, 283, 284, 285)

27. Boundary Walls and Fencing Restrictions

28. Town Planning Controls

The Purchaser may not alter the development conditions imposed by the Developer, notwithstanding the Walvis Bay Town Planning Scheme.

29. Building Requirements
  • No construction may begin without Developer and Municipality approval.
  • Buildings must comply with approved plans and specifications.
  • Properties must be maintained in neat condition.
30. Contractor Activity Conditions

Construction activities must minimize disruption and protect infrastructure.

  • Rubbish disposal facilities must be provided.
  • No materials may be off-loaded on roads or pavements.
  • Sanitary facilities must be provided for workers.
  • Only one building board allowed per site.
  • Working hours: Mon–Fri 07:00–17:00, Sat 08:00–13:00.
31. Construction Period Limit

Construction must begin within 24 months from transfer of the property.

If services infrastructure is incomplete, the 24-month period starts upon issuance of the completion certificate.

32. Environment and Housekeeping
  • No open fires or flammable items allowed.
  • Refuse openings required in boundary walls.
  • Flood lights must not disturb neighbours.
  • Residents must keep the beach and roads clean.
  • Pets must be on leash and licensed.
33. Landscaping

Indigenous landscaping is strongly encouraged.

Invader species such as Prosopis or Lantana should not be planted.

34. Vacant Erven

Vacant erven must be maintained clean and stabilized with gravel if unused for more than 12 months.

36. Wendy Houses and Tool Sheds

No Wendy houses, lapas or tool sheds may be constructed.

37. Parking and Storage
  • No parking of boats, trailers or caravans in open view.

  • Satellite dishes must be below roof line.
  • Geysers must be concealed or located in garages.
  • No clothes hanging from roofs, balconies or windows.
  • Solar panels and air conditioners must be integrated into the design.
39. Display Signs

“For Sale”, “Sold”, or “To Let” signs are not permitted on any property.

40. Verandas and Pergolas
  • Must match the design of the main structure.
  • No roof sheeting permitted.
  • No Perspex, fibreglass or polycarbonate sheets.
  • Timber pergolas are allowed.
41. Doors, Windows and Garage Doors
  • Must be natural hardwood or powder-coated aluminium.
  • Street gates and garage doors must open inward.

All professionals involved must be registered with their respective professional bodies.
